Audit readiness proves a control existed at review time. Control confidence proves the control is functioning continuously. Here is how to make the transition under NIS2 and DORA.

Audit readiness answers the question "Can we pass the next review?" Control confidence answers the harder question: "Are our controls actually working right now, and do we have evidence to prove it?" The difference is not academic. Organizations that optimize for audit readiness discover their control failures quarterly, during the review cycle. Organizations that optimize for control confidence discover failures in hours or days, while there is still time to remediate before the failure becomes an incident, a regulatory finding, or a board-level surprise. Under NIS2 and DORA, the regulatory expectation has shifted decisively toward the latter model. Periodic attestation is no longer sufficient. Continuous assurance is the standard that supervisory authorities and auditors are applying in 2026.

Why Audit Readiness Is a Lagging Indicator

Audit readiness programs are structured around events: the annual ISO 27001 surveillance audit, the SOC 2 Type II attestation period, the DORA supervisory review, the internal audit cycle. Teams prepare evidence, close findings, clean up documentation, and present a polished control posture at the moment of examination.

The problem is structural. Controls do not fail at the moment of audit. They fail between audits. A firewall rule change in February that inadvertently opens an internal network path will not be discovered until the next review cycle in September. An access review that was completed on schedule but approved by a manager who rubber-stamped 200 entitlements without examining any of them looks compliant on paper. The control was executed. It was not effective.

The correlation is intuitive: documenting what controls should do is not the same as verifying that they actually do it.

They do not predict what is happening now. A company can receive a clean audit opinion and be operationally fragile on the day the report is issued, because the controls that passed attestation last quarter have already drifted.

The Evidence Freshness Problem

At the core of the audit-to-confidence transition is a concept that most compliance programs handle poorly: evidence freshness.

Traditional compliance programs generate evidence in batches. Access reviews are completed quarterly. Vulnerability scans run monthly. Policy attestations happen annually. For low-impact controls, long freshness windows are acceptable. For controls that protect critical business services, that matter for NIS2 Article 21 compliance, or that fall within DORA Article 9's ICT risk management framework, evidence freshness windows of 30, 60, or 90 days are operationally indefensible. If a firewall rule can be changed in minutes and the control validation only runs monthly, the organization is operating with a 30-day blind spot on a critical security control.

Evidence freshness is not an abstract compliance metric. It directly determines how quickly an organization can detect control drift, and therefore how quickly it can remediate before the drift creates exploitable exposure. The shift to control confidence starts with shortening evidence freshness windows on the controls that matter most.

What Continuous Control Effectiveness Actually Means

Continuous control monitoring is a phrase used broadly enough to have lost precision. For the purpose of moving from audit readiness to control confidence, it means four specific things.

Automated evidence generation. Controls produce evidence as a byproduct of normal operation rather than requiring manual collection. A properly instrumented access review system generates timestamped records of each review decision, the reviewer identity, the time spent reviewing, the justification provided, and the entitlements approved or revoked. This evidence exists continuously because the control itself generates it, not because someone collected it before an audit.

Drift detection with alerting. When a control moves outside its expected operating parameters, the change is detected and flagged without waiting for the next scheduled review. If a network segmentation rule is modified, the change is detected against the baseline configuration and an alert is generated within minutes, not months. If an access entitlement is granted outside the normal provisioning workflow, the exception is flagged for review immediately.

Exception management with SLA enforcement. When drift or exceptions are detected, they enter a managed workflow with defined response timelines, accountable owners, and escalation paths. An exception without an owner and a resolution deadline is not managed; it is documented and forgotten. Control confidence requires that every exception has a name attached to it and a clock running on resolution.

Effectiveness measurement, not just existence verification. The hardest part of the transition is moving from "the control exists and was executed" to "the control achieved its intended risk reduction." This requires outcome-based metrics. For an access review control, existence means the review was completed. Effectiveness means: Were inappropriate entitlements actually identified and revoked? Did the review reduce the population of over-privileged accounts? Did the organization's access risk posture measurably improve after the review cycle?

These four elements together constitute a continuous assurance model. Any one of them alone is insufficient. Automated evidence generation without drift detection means the organization has good records of its last known state but no visibility into current state. Drift detection without exception management means alerts fire but nothing happens. Exception management without effectiveness measurement means the organization is responsive but cannot prove that its responsiveness actually reduces risk.

The Regulatory Case: NIS2 and DORA Demand Continuous Assurance

Both NIS2 and DORA have moved beyond expecting periodic compliance attestation. The regulatory language and supervisory practice in 2026 are oriented toward continuous operational assurance.

NIS2 Article 21(1) requires essential and important entities to take "appropriate and proportionate technical, operational and organisational measures to manage the risks posed to the security of network and information systems." The word "manage" implies ongoing operation, not periodic review. A board that reviews cybersecurity posture once per year and approves an annual plan is not overseeing implementation in any meaningful sense. Supervisory authorities interpreting Article 20 in 2026 expect management bodies to have regular, evidence-backed reporting on control effectiveness, not just annual policy approval.

DORA Article 6(5) requires financial entities to have an ICT risk management framework that is "documented and reviewed at least once a year as well as upon the occurrence of major ICT-related incidents." But Article 9(1) goes further, requiring the identification, classification, and documentation of all ICT-supported business functions and ICT assets on a "continuous" basis. Article 9(4)(c) requires mechanisms for "promptly detecting" anomalous activities. The combination of continuous identification and prompt detection creates a regulatory expectation for real-time or near-real-time control visibility.

DORA Article 16 specifically addresses ICT security testing, requiring financial entities to establish and maintain a sound and comprehensive digital operational resilience testing programme as an "integral part" of the ICT risk management framework. Testing is not a periodic activity bolted on to the framework; it is integrated into continuous operations.

The direction is clear. Both frameworks expect organizations to demonstrate not just that controls were in place at the time of the last audit, but that controls are functioning effectively on an ongoing basis and that drift is detected and remediated promptly.

Evidence Quality: What Auditors Actually Scrutinize

Moving to continuous assurance changes the volume and nature of evidence that compliance programs produce. More evidence is not automatically better evidence. Auditors and supervisory authorities evaluate evidence quality across several dimensions that organizations often neglect.

Completeness. Does the evidence cover all instances of the control, or only a sample? An access review that covers 80% of entitlements and excludes service accounts, API keys, and shared credentials is incomplete. The excluded populations are often the highest-risk identities.

Timeliness. Was the evidence generated close to the time of the control activity? A screenshot taken three weeks after a configuration change is weaker evidence than an automated log entry generated at the moment of the change. Timeliness also applies to remediation evidence: if a drift was detected on day one and remediated on day thirty, auditors will question whether the response timeline was appropriate for the control's criticality.

Integrity. Can the evidence be verified as unaltered? Evidence stored in shared drives, email attachments, or wiki pages can be modified after the fact. Evidence generated by automated systems with immutable audit trails carries significantly higher assurance weight. Attribution. Does the evidence identify who performed the control activity, who approved exceptions, and who was accountable for remediation? Anonymous or system-attributed evidence weakens the control narrative because it cannot demonstrate human judgment and accountability.

Start with controls where drift creates immediate exploitable exposure. Network segmentation controls, privileged access controls, and backup integrity controls are high-value automation targets because their failure modes directly enable or amplify security incidents. If your network segmentation is validated monthly and your privileged access is reviewed quarterly, those freshness windows represent the largest operational risk gaps in your control framework.

Next, automate controls where manual execution consistently produces low-quality results. Access reviews are the canonical example. Manual quarterly reviews routinely produce rubber-stamp approvals because reviewers face hundreds of entitlements with no contextual information about risk, usage patterns, or role relevance. Automating the data enrichment, risk scoring, and review workflow produces higher-quality review decisions while reducing the time burden on reviewers.

Then, address controls where evidence is currently generated through manual collection. If producing evidence for a single control requires a team member to log into three systems, take screenshots, compile a document, and file it in a shared drive, that control is a candidate for automated evidence generation. The manual process is slow, error-prone, and creates evidence with weak integrity characteristics.

The goal is not zero manual controls. Some controls inherently require human judgment and cannot be fully automated.
